Roosevelt, and super-secret work by M.I.T., Harvard, and other scientists and engineers enabled the Allies to win the Battle of the Atlantic. Their secret was much better kept than the A-bomb was; and it did not involve code-breaking. Codebreaking (Bletchley Park and all that) was just the cover story.
